Install WTFUtil

Setup WTFUtil. See `dotfiles/setup/dash_wtfutil.sh`

Clone my PowerShell Git Helper libraries

	```
	cd $HOME
	git clone https://github.com/uillinois-community/powershell-scripts
	```

Install PowerShell 7 or higher:

	```
	winget install --id Microsoft.Powershell --source winget
	```
